Unable to read or flash to 2002 wrx ECU

I have been trying for the past couple weeks to read the ROM of my 2002 WRX ecu. This is the same result every time I've tried:

I have no problem viewing live data from the ecu, I just can't seem to read or flash it.
The test mode connectors are connected and the car is in test mode when the ignition is on. The flash connector is also bridged.
I understand that these ECUs are a bit finicky with timing, but I've tried starting the read as i turn the key quite a lot now and I don't think that is the issue.
The pass through device I am using is the Scanmatik 3
